Returns list of rates or specified tax rate.

Parameters:

01	id	Long	No		Tax rate ID used to load data.

modify

Creates new or updates an existing tax rate.

Parameters:

01	isActive	Boolean	No	TRUE	Status of the tax rate.
02	effectiveDate	Date	Yes		Date when the tax rate becomes effective.
03	value	Integer	Yes		Value of the tax rate.
